21/01/2010 The CoESS Board of Directors and the CoESS General Secretariat were deeply saddened to learn of Mr. Jørgen Philip-Sørensen's death. Jørgen Philip-Sørensen was Chairman and Chief Executive of Group 4 Securitas (International) BV between 1964 and 2000 and was then Chairman of the Board of Group 4 Falck A/S from 2000 until the merger with Securicor in 2004. Jørgen Philip-Sørensen chaired the Board of Group 4 Securicor (now G4S) until his retirement in June 2006, when he became President Emeritus. He died at the age of 71 in Switzerland on January 18, 2010. He held a number of directorships for commercial and charitable entities, including Ecover International BV, Skagen Food A/S, Danish Yacht A/S, Skagen Harbor, Dormy House Hotel, Sorven Holdings Limited, Cotswold Conference Centre Limited and the Foundation for Liver Research. Jørgen Philip-Sørensen was very highly respected throughout the entire CoESS community. His contributions to our sector were many and varied. As a true architect, he shaped the private security industry as it exists today. Both the CoESS Board of Directors and the CoESS General Secretariat have expressed their heartfelt condolences to Mrs. Philip-Sørensen and the family. 29/12/2009 Following the CoESS Academic Session and General Assemblies of September 30-October 1, 2009, the security organisations of Asia, Australia, Brazil, Russia, South-Africa and the United States discussed and jointly agreed to build and promote closer cooperation between them through the creation of an International Discussion Forum aimed at exchanging information and best practice. To facilitate this communication flow, it was decided to assign a focus theme to each month to identify and exchange information in a structured manner. For the coming 6 months, the following themes will be addressed: training, quality, legislation, licensing, image building (including PR and communication) and external relations (with governments, social partners, national and international federations and organisations). The focus themes are applicable to all segments of the security industry ranging from guarding, aviation security, maritime security, critical infrastructure protection, transport security and electronic surveillance to supply chain security. 22/12/2009 On December 22, 2009 the European Commission, DG Enterprise and Industry, officially published its final report on the ‘Competitiveness of the European Security Industry'. This final report was commissioned by the European Commission within the context of the Framework Contract on Sector Competitiveness Studies (ENTR/06/054) and sets out to provide a picture of the current situation of the EU security industry, its structure and organisation, competitiveness position and challenges for the future. The approach for the study is based on a general assessment of the EU security industry, combined with more detailed analyses of specific segments seen as important given current EU security priorities. Accordingly, it provides a widely representative assessment of the EU security industry enabling a broad range of policy issues and potential responses to be identified. 10/12/2009 On Tuesday, December 8, 2009, CoESS and ALMEGA, the Swedish Private Security Association, in collaboration with the Swedish Transport Workers' Union, launched the Second European Summit on Private Security, which took place at Hotel Berns Salongers in Stockholm, Sweden. This edition was a sequel to the First European Summit on Private Security that was organised by CoESS and INHES, Institut National des Hautes Etudes de Sécurité, in December 2008 in Paris, France, under the auspices of the French Presidency of the European Union. The Second Summit brought together some 180 stakeholders from all European countries, including the 27 EU Member States, active in the field of private and public security. CoESS and ALMEGA were honoured to welcome a representative of the Swedish Presidency of the European Union, Beatrice Ask, Swedish Minister of Justice, who delivered the keynote speech on a Nordic Model of public-private security partnership. The Summit had a double ambition. On the one hand, it discussed public-private security partnerships from a Nordic perspective. On the other, it offered the ideal platform to broaden CoESS' Awareness-Raising Campaign advocating a more coherent, global and integrated approach towards private security in the European Union. A debate was organised to discuss the future of the private security sector focusing on a variety of themes: harmonisation of legislation, models of cooperation, quality of services and new security services all set against a challenging economic backdrop. Through these discussions, CoESS, ALMEGA and their representatives highlighted the key role and growing importance of private security both at European and at national level, not only quality- and quantity-wise, but also increasingly in the public domain. On the occasion of this event, CoESS and ALMEGA presented an updated version of the joint White Paper that was first published in December 2008 (‘Private Security and its Role in European Security'). The 2009 edition, entitled 'Private and public security in the Nordic countries', available in English and in Swedish, consists of two parts. Part I comprises an update of the European private security landscape and Part II focuses on private and public security from a Nordic perspective.


Second European Summit on Private Security
 

01/12/2009 On November 27, 2009 the upcoming Spanish, Belgian and Hungarian EU Presidencies launched their 18-month programme covering the period of January 2010 to June 2011. It is presented in two parts. The first part contains the strategic framework for the programme, setting it in a wider context, and specifically within the perspective of more long-term objectives running into the subsequent Presidencies. For this reason, in accordance with the Council's rules of procedure, the future Polish, Danish and Cypriot Presidencies have been consulted on this section. The second part constitutes the operational programme setting out the issues which are expected to be covered during the 18-month period. 27/11/2009 During their European Sectoral Social Dialogue Plenary Meeting of November 23, 2009, the social partners for the private security sector, UNI europa representing private security employees and CoESS the employers, officially adopted their joint 2010-2011 Working Programme. 22/10/2009 On October 22, 2009 the joint European Conference entitled ‘RESPECT – Effective Approaches to Tackling Third Party Violence in the Workplace' took place at the Hilton Hotel in Brussels. The Conference was part of an EU-funded Social Dialogue project managed by the European Hospital and Healthcare Employers Association (HOSPEEM) along with project partners CCRE-CEMR Employers Platform, CoESS, EuroCommerce and in cooperation with the European Federation of Public Service Unions (EPSU) and UNI europa. The Conference aimed to take stock of the findings gathered throughout the project, present good practice and to explore this subject further in order to establish whether joint multi-sectoral action is required at European level to help address the challenges of third party violence in the workplace. Hilde De Clerck, Secretary-General of CoESS, participated in the afternoon panel discussion together with representatives from the European Commission and from the project partners involved. The Conference was concluded by the drafting of a joint HOSPEEM/CCRE-CEMR/CoESS/EuroCommerce/EPSU/UNI europa commitment on Third Party Violence at Work. The multisectoral instrument envisaged by this commitment will complement the 2007 cross-sectoral agreement on violence and harassment at work, concluded by ETUC, BusinessEurope, UEAPME and CEEP. 09/10/2009 On October 1, 2009 the CoESS Working Committee Electronic Surveillance officially presented its White Paper entitled ' Alarm Receiving Centres: A Central Function in the European Security Landscape – Today and Tomorrow '. The White Paper describes the history and current and future issues of the Alarm Receiving Centre (ARC) activity in the European private security landscape. Its purpose is to give a better understanding to security industry players and national and European policymakers of this manned guarding activity, which is a full part of private security services, the needs for its development and the conditions of collaboration with Law Enforcement Agencies (LEAs). The White Paper explains the viewpoint of CoESS as a European Confederation that tries to harmonise the interests of the industry, policymakers, governments and Law Enforcement Agencies as well as end users/customers and tries to contribute to an improved security environment. CoESS wishes to thank all CoESS Working Committee Electronic Surveillance members for devoting their time and effort to the development of this White Paper as part of the CoESS Working Committee Electronic Surveillance Working Programme 2008-2009. 09/10/2009 On September 29-30, 2009, the Fourth European Security Research Conference (SRC) 2009 was organised in Stockholm, Sweden. The annual Conference has, since its start, been a major component in the evolution of civil European security research. The Fourth Conference was organised by the Swedish Governmental Agency for Innovation Systems under the Swedish Presidency of the European Union. The event brought together around 600 representatives from research, industry, European Institutions, public authorities and other stakeholders with a keen interest in the security of Europe's citizens. For Europe's researchers, innovators, engineers, policy and business decision makers in the field of security research, this was the event of the year to influence the shaping of policies and research options for Europe's future. The Conference was part of the actions undertaken under the European Security Research Programme (ESRP) the EU's 7 th Framework Programme for Research and Development (FP7). On September 29, 2009 CoESS' Secretary-General, Hilde De Clerck, was invited to speak in one of the parallel sessions. Her presentation can be found on the Conference website. 09/09/2009 On September 3, 2009 FederSicurezza officially published the English edition of its 2009 Report and Outlook entitled ‘2009 Report from FederSicurezza: realities and scenarios in Italian private security in the European context', as a sequel to the 2008 edition. The Report provides a comprehensive analysis of the Italian private security industry and offers various perspectives into the Italian situation in a European context. This new ‘snapshot' does not differ substantially from that which was illustrated during the presentation of the first report in May 2008. But this is only an apparent ‘dead calm', especially if certain data are associated with the evolutions in progress in the sector and with the macroeconomic conjuncture. 05/06/2009 From June 3-4, 2009 CoESS and ASSA-I actively participated in the TranSec World Expo that was organised in Amsterdam, The Netherlands. TranSec brought together the leading technologists and thinkers in two days of informed debate on current issues and challenges within the transport arena. This year, special focus was given to aviation and maritime security through two thematic conferences: Aviation Security Conference and Maritime & Supply Chain Security Conference. Ms. Hilde De Clerck, Secretary-General of CoESS and ASSA-I, chaired the Aviation Security Conference on both days. The presentations that were given during both thematic conferences will soon be made available on the TranSec website.

On October 15-16, 2008 CoESS and UNI-Europa organised their joint 5th Private Security Conference entitled ‘From Brussels to the Workplace – A European action plan 2008 for the implementation and follow-up of the European Social Dialogue in the private security sector'. The Conference was organised in the framework of the European Sectoral Social Dialogue and was funded by the European Commission (DG Employment, Social Affairs and Equal Opportunities). CoESS and UNI-Europa have now published the final project report, the final research report and the country overviews of the research undertaken by the Free University of Brussels (ULB) under the auspices of CoESS and UNI-Europa. 'Private Security in Europe – CoESS Facts & Figures 2008'

CoESS is proud to present the official outcomes of its research project 'Private Security in Europe – CoESS Facts & Figures 2008 ' , which was initiated earlier this year and aims to provide a comprehensive overview of the private security industry. The study covers a wide geographical area targeting a total of 34 countries, i.e. the 27 EU Member States as well as 7 other European countries: Bosnia & Herzegovina, Croatia, Macedonia, Norway, Serbia, Switzerland and Turkey. It allows for an updated and accurate outline of the private security sector focusing on the legal, social and economic realities within the 34 countries, and looks to identify similarities and differences among these countries. CoESS' Facts & Figures 2008 is the only available analysis at European level to offer representative and exhaustive statistical and factual information about the European private security industry today!

19/12/2008 In 2008, CoESS launched a wide-scale survey among its member federations in order to gather general statistical information from Monitoring and Alarm Receiving Centres throughout Europe and beyond. The survey explored key indicators, which in turn help to understand the scale of European monitoring in a fast-moving and dynamic European private security landscape. The results of the survey will serve as the basis for future projects CoESS will undertake in the field of monitoring and alarm receiving activities. 15/12/2008 On December 15, 2008 CoESS, with the support of INHES, Institut National des Hautes Etudes de Sécurité, launched its first European Summit on Private Security at the Ministry of the Interior in Paris, France. The Summit brought together players from the 27 EU Member States active in the field of private and public security and was organised in the framework of the French Presidency of the European Union under the auspices of Nicolas Sarkozy, President of the French Republic, and Michèle Alliot-Marie, Minister of the Interior and Overseas Territories. The Summit had a double ambition: taking stock of security strategies throughout Europe and proposing major outlines and future missions in the field of security, both at European and at national level. On the occasion of this event, CoESS and INHES unveiled the content of a joint White Paper entitled " Private Security and its Role in European Security ". 10/12/2008  On December 9, 2008 the first meeting of the newly established CoESS Working Committee Critical Infrastructure took place, presided by Working Committee Chairman Michael Clarke. The Working Committee agreed on a definition of critical infrastructure, reviewed current EU policies on Critical Infrastructure Protection (CIP) and discussed the risks and opportunities for CoESS members raised by these EU policies, leading to clear objectives and an initial action plan for the working group. The minutes of the Working Committee Critical Infrastructure of December 9, 2008 will soon be made available to CoESS members on the CoESS intranet site. 04/12/2008 On December 4, 2008 CoESS officially communicated its comments to the European Commission Consultation of the European social partners for a review of the implementation of the Commission Communication and Decision of 20 May 1998. The European Commission wishes to evaluate the implementation of its 1998 Decision in order to strengthen and promote European Sectoral Social Dialogue structures and their functioning in accordance with Articles 138 and 139 of the EC Treaty.
 
03/12/2008 The European Commission, DG Enterprise and Industry, published its Final Report on the 'Study on Industrial Policy and Services' within the context of the framework contract on Sector Competitiveness Studies (ENTR/06/054). The Report comprises two parts. The first part provides the main background analysis of industry-service interactions and cross-cutting policy themes and issues, together with the Executive Summary. The second part provides a review of six selected service sectors, including the private security sector, that are heavily used by industry, together with a synthesis of the main findings from the sectoral analysis. The six sectors examined employ around 14.7 million persons in the EU and have total revenues of about € 1,150 billion. At a rough estimate, € 230 billion represents procurement by manufacturing industry in Europe. The Commission is expected to follow up on this Report with further consultations with the sectors concerned in 2009.
 
07/11/2008 Today, security checks at airports are standard throughout the world. Over the years, these checks became manifold and time-consuming. First carried out by the police, the procedure was slowly transferred to the area of competence of private security companies. The quotations issued by private security providers, however, are very heterogeneous and not always comprehensible or comparable for purchasers such as airline companies and airport operators. If there is a new call for tender, the decision for acceptance will mostly focus on the bargain price. Missing up to now are therefore objective quality criteria on the basis of which enterprises can demonstrate their competence, for instance their scope of services and the qualification of their staff. Such criteria are now being elaborated at European level. For this purpose, the European Committee for Standardization (CEN) has established a new Project Committee entitled CEN/PC 384 'Airport and aviation security services'.

The CEN/PC 384 project is aimed at developing standards for airport, aircraft, airline and airport-related civil aviation security services that are provided on a contractual basis. It specifies requirements for private security companies and their independent branches and/or establishments related to their organisational structure, personnel management and methods of practice, and stipulates quality criteria for the delivery of civil aviation security services. The standard can be used by civil aviation clients for the selection, attribution, awarding and post-contractual reviewing of the most suitable civil aviation security services provider.

On November 4, 2008 the first official meeting of the Committee took place at the Austrian Standards Institute in Vienna. Both CoESS and ASSA-I, the Aviation Security Services Association International, corresponding member of CoESS, have acquired liaison status in this project. 03/10/2008 On September 25, 2008 CoESS organised its Annual General Meetings in Sofia, Bulgaria. CoESS would first and foremost like to warmly thank its Bulgarian member federation, NAFTSO, for hosting this year's General Assembly in Bulgaria 's capital, Sofia . CoESS thanks NAFTSO for its kind and generous hospitality and for the opportunity to meet with some of the Bulgarian private security industry's high officials and parliamentarians. CoESS also wishes to express its gratitude towards its member federations for their active presence and participation and towards the different Working Committees for the excellent work that has been delivered this year. The General Assembly was again a successful and informative event! Next year's General Meetings will be organised in Brussels, Belgium, on October 1-2, 2009.

26/08/2008 The CoESS Working Committee Maritime Security is proud to announce the publication of its manual entitled 'European Training Manual for Maritime Security Personnel – ISPS Code'. The International Maritime Organisation (IMO) , responsible for the safety of the shipping industry in general, issued a number of obligatory regulations and recommendations that constitute a framework within which maritime safety can be improved considerably. These regulations and recommendations are documented in an international agreement, i.e. the International Treaty for the Safety of Lives at Sea (SOLAS) and the accompanying Code, i.e. the International Ship and Port Facility Security Code or ISPS Code. The ISPS Code contains detailed security-related requirements for governments, port authorities and shipping companies. It is intended to enable better monitoring of freight flows, to combat smuggling and to respond adequately to the threat of terrorist attacks. The CoESS Working Committee Maritime Security's European Training Manual is the ideal tool to provide port facility security personnel with the specialist education they need in order to ensure they are fully compliant with the ISPS Code. The CoESS Board of Directors and the CoESS General Secretariat would hereby like to express its appreciation and thanks to the project team for the completion of this first and crucial building block.

From July 15 to 22, 2008, CoESS' Secretary-General, Hilde De Clerck, was invited by SIA, the South-African Security Industry Alliance, South-Africa's national confederation for the private security industry, to attend an intensive study visit in Johannesburg and Pretoria. CoESS and SIA have signed a landmark Agreement of Understanding, making
European security technology and training methods available to the South-African security sector. The agreement, signed on behalf of SIA by Chairman Sibusiso Ncube, sets out to raise the quality of services offered in South-Africa and to improve the training and working conditions of private security staff. CoESS is convinced that this agreement will enable the development of an intensive cooperation with the South-African private security industry through the exchange of information, best practices, mutual assistance, joint meetings and exchange programs.

From June 23 to 26, 2008, CoESS' Secretary-General, Hilde De Clerck, was invited by the Cyprus Association of Security Companies, member of CoESS, to attend a three-day seminar. During this visit, the Secretary-General had the opportunity to meet with the Cypriot Board of Directors and to discuss Cyprus ' current private security market situation. The Cypriot association hosted a seminar during which the Secretary-General delivered a detailed presentation on CoESS and on the main challenges the private security industry is faced with throughout Europe . The Secretary-General also met with Dr. Kypros Chrysostomides, Minister of Justice and Public Order, and with Mr. Costas Hadjipavlou, Senior Administrative Officer at the Ministry of Justice and Public Order. As Cyprus is currently in the process of finalising a Bill on Private Security Companies, both meetings were very timely and offered the Secretary-General the possibility to discuss the draft Bill.

CoESS received a membership application from USP, Union des entreprises de Sécurité Privée, the third French private security association next to SNES, Syndicat National des Entreprises de Sécurité, and FEDESFI, Fédération des Entreprises de la Sécurité Fiduciaire, also members of CoESS. The CoESS Board of Directors unanimously agreed to the membership of USP, which will be effective as of July 1, 2008. Sofia
  On June 12, 2008 CoESS, in collaboration with CEPS, Centre for European Policy Studies, will organise a Private Security Summit ‘Private Security at the Crossroad of the EU's Future' in the Stanhope Hotel in Brussels. This high-level conference will bring together for the first time all representatives of the EU Institutions dealing with private security and other major stakeholders active in the field. Three sector-specific workshops will be organised focusing on the challenges the private security industry is currently facing including security funding, critical infrastructure protection, services in the internal market, standardisation and public private partnerships.

02/06/2008 On May 22-23, 2008 CoESS was invited to speak on the Services Directive at the Academic Public Security Summit that was organised in Valkenburg, The Netherlands, under the expert guidance of Prof. Dr. Marc Cools. The Summit was a two-day informal meeting including representatives from Hewlett-Packard, Telindus and Microsoft and a number of key spokespersons from organisations that are involved in public security. The main objective of the Summit was to have a better understanding of the most important challenges concerning organisation and technology as regards public services and to initiate an open debate on the added value technology can offer in public security.

24/04/2008 On April 18, 2008 CoESS actively participated in a conference organised by the European Commission on 'Promoting Best Value through Social Dialogue'. The aim of the conference was to promote the handbooks issued by social partners in the following sectors: contract catering, cleaning, private security and clothing-textiles, assisting purchasers in selecting best value bids, i.e. awarding contracts not only on the basis of the price, but also taking into account various qualitative elements. The conference gathered some 200 participants and featured speakers from the European Commission and European and national social partners as well as from local and regional authorities, companies and other stakeholders. Practical examples of how to promote qualitative criteria in tendering were presented by actors with direct experience of using the guides. The conference was crowned by the signing of a joint declaration by the four sectors, who also issued a joint press release on the topic.

 
 
08/04/2008 On April 2, 2008 CoESS actively participated in SNES' General Assembly, which was hosted at the INHES Institute (Institut National des Hautes Etudes de Sécurité) in Paris, France. SNES is the French private security association, member of CoESS. Hilde De Clerck, Secretary-General of CoESS, was one of the honorary speakers during the General Assembly. 13/03/2008 On March 7, 2008 SNES, the French private security association, member of CoESS, and USP, the second French private security association, candidate member of CoESS, signed a joint declaration which will unite both associations in their joint activities to overcome the economic and structural crisis the French private security market is currently facing and to further develop and promote the private security sector as a whole. Both associations will create transversal workgroups to tackle some of the most urgent questions. With this new approach, both SNES and USP strive to engage clients and public authorities in the dossiers these workgroups are dealing with. In order to seal this multipartite pact and to create an open dialogue, SNES and USP will organise a National Private Security Convention on April 8, 2008 in Paris aimed at gathering private security providers and their clients in order to jointly establish the pillars of this renewed win-win situation.

10/03/2008 On February 26, 2008 APROSER, the Spanish private security association, member of CoESS, in collaboration with AES (Asociación española de Empresas de Seguridad), organised a workshop entitled ‘Private Security in Spain – State of play and possible future need for a legislative reform' in the framework of the SICUR Exhibition (International Security, Safety and Fire Exhibition, February 26-29, 2008 in Madrid, Spain). Danny Vandormael, CoESS Working Committee Electronic Surveillance Chairman, delivered a presentation on the content of the project that is being developed by CoESS on monitoring and alarm receiving centre requirements and on the state of play and concrete developments at national level of similar initiatives. Hilde De Clerck, Secretary-General of CoESS, also delivered a speech on the evolution of the Services Directive in relation to the private security industry and on the topics that are currently being dealt with by the European Commission. 21/02/2008 The CoESS Board of Directors and the CoESS General Secretariat were deeply saddened to learn of Mr. Veiko Jürisson's death. Mr. Veiko Jürisson was the former Managing Director of the Estonian Private Security Association until 2007. He was the initiator of the fruitful cooperation between the Estonian association and CoESS and distinguished himself with his enthusiastic manner and continuing support. Both the CoESS Board of Directors and the CoESS General Secretariat have expressed their heartfelt condolences to Mrs. Jürisson and the family.

Jorma Hakala, Vice-President of the CoESS Working Committee Guarding and member of the Finish CoESS member federation, ASSI, published on February 1, 2008 a report entitled 'Why regulate manned private security? ' on the reasons and requirements for private security regulation as expressed by representatives of governments, industry associations and academia. The report comprises a structured summary presentation of the ‘reasons and goals' argumentation used by different interest groups to support statutory regulation of private manned security services. The results show that even if the private security regulation is diversified and the practical execution of rules differs considerably from country to country, the main reasons for and goals of the industry-specific statutory regulation are to some extent identical globally. Primarily strong constitutional, public and institutional interests have been and still are the driving forces behind this sort of legislation in societies. The reasons and goals can be grouped into three main categories:

- Constitutional requirements, such as protection of individual human rights, maintaining the state monopoly on violence and the definition of the public/private division of labour in security work;

- Public interest requirements, such as exclusion of unsuitable elements from the industry, guaranteeing of security providers' accountability and control of weapons in private security work;

- Professional requirements, such as the elimination of ‘cowboy' companies from the business, the setting of minimum ethical and quality standards for the industry's activities, the organising of industry-specific training and the guaranteeing of proper terms of employment for security officers.

 

04/02/2008 On February 4, 2008 CoESS and RASI, the Russian Association of Security Companies, signed a partnership agreement as was announced during the CoESS General Assembly of September 20, 2007 in Brussels. Both Marc Pissens, President of CoESS, and Hilde De Clerck, Secretary-General of CoESS, were present at the official signing ceremony. The signing of this partnership agreement is an excellent instrument allowing both parties involved to exchange information and best practices and to maintain an open communication line between both associations. On December 13, 2007 EU leaders signed the Treaty of Lisbon, thus bringing to an end several years of negotiation about institutional issues. The Treaty of Lisbon amends the current EU and EC treaties, without replacing them. It will provide the European Union with the legal framework and tools necessary to meet future challenges and to respond to citizens' demands. The key objectives of the Treaty of Lisbon can be summarised as follows:

- A more democratic and transparent Europe ;
- A more efficient Europe ;
- A Europe of rights and values, freedom, solidarity and security;
- Europe as an actor on the global stage.
